Prime Minister Narendra Modi, during a high-voltage rally in Siwan, Bihar, launched a scathing attack on the Rashtriya Janata Dal (RJD) and Congress, accusing them of dragging Bihar into a state of poverty, corruption, and backwardness. The rally comes ahead of the crucial Bihar assembly elections, with PM Modi invoking past regimes to contrast them with the development agenda of the NDA government. Using potent political symbolism like “Panja” (Congress) and “Lalten” (RJD), he highlighted how Bihar once became a victim of poor governance and criminal elements under these parties.
PM Modi described previous RJD and Congress regimes as the creators of “Jungle Raj”, accusing them of fostering lawlessness, mafia rule, and unchecked corruption. He alleged that while the NDA focused on inclusive development — “Sabka Saath, Sabka Vikas” — the opposition parties concentrated only on “Parivaar Ka Vikas” (family’s growth), hinting at dynastic politics.
“The people of Bihar have ended the ‘Jungle Raj’ created by Congress and RJD,” he declared amid huge applause.
He blamed both parties for driving away investment opportunities from Bihar, stating that under their governance, businesses and industries either shut down or never made it to the state.
The Prime Minister went on to say that Bihar’s poverty became its identity under Congress and RJD rule, with infrastructure deteriorating and education, healthcare, and employment opportunities becoming scarce.
“They looted so much that poverty became Bihar’s misfortune.”

He also charged RJD with disrespecting Dr. B.R. Ambedkar and said that Bihar’s voters will not forgive the party for its misdeeds.
In sharp contrast to the criticism, PM Modi emphasized the development agenda of the NDA government. He credited his administration for pulling Bihar out of its dark past and positioning it on a fast-paced development track.
During the rally, Modi launched 28 development projects worth over ₹5,900 crore, underlining the central government’s focus on transforming infrastructure, connectivity, and the economy in Bihar.
