Bihar is set to make history in India’s electoral journey by becoming the first state to introduce Mobile E-Voting, allowing citizens to vote securely using their smartphones. This service will debut during the upcoming municipal and urban local body elections on June 28, targeting voters such as migrant workers, senior citizens, persons with disabilities, pregnant women, and critically ill individuals who cannot physically reach polling booths.
This advanced Mobile E-Voting system has been jointly developed by the Centre for Development of Advanced Computing (C-DAC) and the Bihar State Election Commission. It features cutting-edge technologies like blockchain, facial recognition, and live face scanning to ensure the integrity and transparency of the voting process.
Two Android apps have been designed for this system—one developed by C-DAC called “e-Voting SECBHR”, and another by the Bihar Election Commission. These apps include robust security features to prevent identity fraud and make the voting process fully secure.

To ensure the security and accuracy of votes, the system incorporates features similar to VVPAT (Voter Verified Paper Audit Trail). Technologies like Optical Character Recognition (OCR) for vote counting, digital locks for EVM safety, and Face Recognition Systems (FRS) for identity verification have also been integrated.
According to the Election Commission, the initiative isn’t just about embracing technology but aims to make democracy more inclusive and accessible. Those who were previously excluded from the voting process due to physical constraints will now be empowered to vote from home. Notably, Estonia is currently the only country in the world to have implemented nationwide Mobile E-Voting, and now Bihar is leading the way for India, setting an example for other states to follow.
